En décembre dernier, nous avons sondé les AVSEC pour connaître leurs réalités au travail et valider certaines pistes d’action. Grâce à un taux de participation impressionnant de 69%, nous voici outillés pour présenter un portrait de la situation au Ministère.
L’ensemble des résultats sera présenté dans un rapport de la FPPE qui sera bientôt rendu public, mais voici quelques données qui ressortent :
78,9% des AVSEC constatent que c’est d’abord la personnalité de chaque AVSEC qui assure la reconnaissance du service;
46,3% des AVSEC considèrent que leurs directions ne comprennent pas bien leur travail;
75,8% des AVSEC souhaitent que le Cadre ministériel soit actualisé;
70 % des AVSEC souhaitent un changement du titre d’emploi (mais il n’y a pas de consensus sur le nom à proposer).
Le SASEC est mis à mal depuis plusieurs années : le nombre d’AVSEC est en chute constante, le budget prévu pour le service est en baisse en plus d’être décentralisé et transférable pour d’autres utilisations, au gré des milieux. Avec l’adoption sous bâillon du projet de loi n°40, les mentions aux services d’animation à la vie spirituelle ont été retirées de la Loi sur l’instruction publique. Dans le cadre de la refonte du cours d’éthique et culture religieuse, le ministre Roberge ne cache plus sa volonté de sortir toutes les références à la religion – incluant, à tort, la vie spirituelle – de l’école. Il a d’ailleurs laissé entendre dans les médias que les AVSEC pourraient devenir des « animateurs en développement personnel et à l’engagement communautaire ».
C’est dans ce contexte que la FPPE, de concert avec l’APAVECQ et le SPPLRN, a demandé au Ministère la mise sur pied d’un comité ministériel pour faire une évaluation du SASEC, revoir à la hausse le financement, actualiser le Cadre ministériel, assurer l’accès à une formation adéquate et évaluer la possibilité de revoir le titre d’emploi.

Securing the Future of the SCGCIS
Last December, we surveyed SCGCIAs to find out about their working conditions and validate certain courses of action. With an impressive participation rate of 69%, we are now equipped to present a picture of the situation to the Ministry.
All the results will be presented in a soon-to-be-released FPPE report, but here are some of the figures that stand out:
78.9% of the SCGCIAs find that recognition for the service they offer is first and foremost related to the personality of each SCGCIA;
46.3% of the SCGCIAs feel that their superiors do not have a good understanding of their work;
75.8% of the SCGCIAs want the ministerial framework to be updated;
70.0% of the SCGCIAs feel that the job title should be changed (but there is no consensus on the name to be used).
SCGCI has been under huge pressure for several years: the number of SCGCIAs is in constant decline, and not only is the budget allocated to the service declining, it is decentralized and transferable to other uses at the discretion of local education authority. With the adoption of Bill 40 under a gag order, any reference to “spiritual care services” has been removed from the Education Act. As part of the overhaul of the ethics and religious culture course, Minister Roberge is no longer shy about removing all references to religion—including, wrongly, spiritual life—from school. In fact, he has suggested in the media that the job title of SCGCIAs could be changed to “personal development and civic engagement animator.”
It is in this context that the FPPE, together with the APAVECQ and the SPPLRN, asked the Ministry to set up a ministerial committee to conduct an evaluation of the SCGCIS, increase funding, update the ministerial framework, ensure access to adequate training, and assess the possibility of changing the job title.
