Memo to Librarians
On June 14, the Fédération des professionnelles et professionnels de l’Éducation, the FPPE (CSQ) and the Secrétariat du Conseil du trésor (SCT) reached an agreement regarding librarians’ complaints about the 2010 and 2015 pay equity maintenance. Pay Equity Maintenance Agreement for Professional Staff in School Service Centres and School Boards – the FPPE and the SCT
The agreement addresses librarian job evaluation complaints, specifically regarding subfactors 3, 9 and 12. It concludes that subfactors 3 and 12 have been upgraded for a total of 768 points as of December 31, 2010. Librarians are therefore moving from classification 20 to classification 21 as of December 31, 2010.
However, regarding subfactor 9 (responsibilities for supervising and coordinating personnel), our interpretation and that of the SCT were different. In accordance with the Pay Equity Act, CQLR, c. E-12.001, a working committee was therefore formed to discuss the rating applicable to this subfactor.
After six meetings with the Fédération des professionnelles et professionnels de l’éducation du Québec (FPPE-CSQ) and the Secrétariat du Conseil du trésor (SCT), we have reached an agreement. Indeed, we have agreed to raise the rating of subfactor 9 to accurately reflect librarians’ responsibilities. The coordination scale remained the same at level 3, but responsibility for personnel increased to 8 to 15 persons. This calculation includes coordinating employees and volunteers. Previously, responsibility for personnel was only rated at 1 to 7 persons.
This change had the positive effect of increasing librarians’ job evaluation results. The job evaluation score for the 2010 and 2015 pay equity maintenance period is now at 773 points. This does not change librarians’ current classification, but the agreement raises the job evaluation score. Remember that the point range for classification 21 is 756 to 784 points.
We are still awaiting the SCT’s job evaluation for the 2020 maintenance period (December 31, 2015, to December 30, 2020). We assure you that a thorough and rigorous analysis of any significant changes regarding the 2020 maintenance period will be conducted in a timely manner. The outcome of the analysis will directly impact the likelihood of success in increasing certain subfactors in the 2020 maintenance period, which could then increase the job’s classification.
